TEAM USA Act

The "Training and Education for American Members in University Sports and Athletics Act," or the TEAM USA Act , aims to amend the Higher Education Act of 1965 to preserve opportunities for American student athletes. Congress notes that federal financial assistance to higher education institutions is primarily for American students, and the increasing recruitment of international student athletes has reduced roster and scholarship opportunities for U.S. students. This trend limits educational and athletic financial aid benefits, and impacts the development pathway for American athletes in Olympic and international competitions. To address this, the bill mandates that institutions receiving federal financial aid must ensure that no more than 20 percent of student athletes on any varsity sports team are international students, or no more than one for teams with fewer than 10 athletes. Institutions will also be required to annually report these percentages to the Secretary of Education and the relevant athletic association. These new requirements are set to take effect on July 1, 2029 , applying to the 2029-2030 academic year and subsequent years.
