Responsible Data Center Siting Act of 2026

This bill directs the Secretary of Energy, in consultation with other federal agencies, to establish comprehensive best practices for the siting of data centers. These practices must thoroughly consider the impacts of data centers on the electric grid, including transmission infrastructure and electricity prices, and the effects of water use on local availability and the surrounding environment. The Secretary must also evaluate broader environmental impacts, such as air and water quality, ecosystems, and emissions, alongside impacts on local communities regarding noise, light, and appearance, as well as national security implications.

The best practices must further assess effects on the local workforce, including job opportunities, and the local economy, encompassing tax revenue and state-level tax benefits. They must identify specific site characteristics that minimize negative impacts and provide a list of ideal locations. The Secretary of Energy is directed to publish these initial best practices on the Department of Energy's public website within one year of enactment and review and revise them at least once every two years thereafter.
