Stop Funding Our Adversaries Act of 2023

This legislative proposal aims to prevent federal agencies from directly or indirectly supporting research conducted within China. It mandates that departments such as the Secretary of Defense , Secretary of Health and Human Services , and the Administrator of the Environmental Protection Agency , among others, cease funding such activities. The prohibition extends to research performed by the Government of the People's Republic of China, its agents, or any entity it owns or controls. It also specifically includes the Chinese Communist Party, its instrumentalities, and any entities under its ownership or control. This restriction covers all forms of financial support, including grants, subgrants, contracts, and cooperative agreements.
