This legislation, known as the Pacific Minerals Economic Security Act, amends the Outer Continental Shelf Lands Act to establish a comprehensive framework for seabed mining activities near U.S. Pacific territories. Its primary goal is to enhance the economic security of Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands through a dedicated revenue-sharing mechanism. Beginning in fiscal year 2027, 50 percent of all covered leasing revenues from these areas will be disbursed to these territories, with the remaining 50 percent going to the U.S. Treasury. These funds are specifically earmarked for critical purposes such as coastal restoration, infrastructure development, environmental mitigation, or fiscal stabilization and debt reduction.

To ensure responsible development, the bill imposes stringent financial requirements on lessees operating in these covered areas. It explicitly prohibits any form of royalty relief and mandates both an initial surety bond of at least $100,000 and a supplemental bond before production activities can commence. The supplemental bond's amount is determined by factors including the lessee's financial health, estimated decommissioning costs, and environmental restoration expenses. Additionally, the Secretary is directed to conduct a study within one year on potential environmental impact mitigation methods for seabed mining, requiring consultation with local Pacific colleges.

The Act also enhances transparency and territorial involvement by requiring immediate notification to the Governors of adjacent territories for any prospecting or production plans. For plans necessitating an environmental assessment, the Secretary must invite these Governors to review and provide comments, ensuring local input on proposed activities.
