To direct the Secretary of Education to conduct a study on the efforts of States, local educational agencies, and public elementary and secondary schools to educate students about the terrorist attacks of September 11, 2001, and for other purposes.

This bill mandates the Secretary of Education, in coordination with the National September 11 Memorial & Museum, to conduct a comprehensive study on how States, local educational agencies (LEAs), and public elementary and secondary schools educate students about the terrorist attacks of September 11, 2001 (9/11).

The study will encompass all States and a nationally representative sample of LEAs and schools, examining whether 9/11 education is a required or optional part of their curriculum. It will identify existing standards, requirements, and the status of their implementation, including the presence of centralized resources, professional development opportunities for teachers, and the involvement of informal educational organizations.

Key elements of the study include assessing challenges and gaps that prevent educators from fulfilling 9/11 education requirements, identifying necessary training and resources, and determining the intended learning outcomes. It will also analyze effective teaching methods, such as trauma-informed approaches and project-based learning, and the types of instructional materials utilized, including primary sources.

Finally, the study will investigate the assessment approaches used by schools to measure students' knowledge of 9/11 and their ability to analyze terrorism in historical and contemporary contexts. Following the study's completion, the Secretary is required to submit a detailed report on the findings to Congress within a specified timeframe.
