This legislation directs the Secretary of Defense, in collaboration with the Secretary of Veterans Affairs, to identify and document all non-combat military plane crashes categorized as "Operational Loss/Non-War Loss." The Secretary of Defense is also required to submit a report to Congress within two years, detailing the program's progress, effectiveness, and any recommendations for legislative changes.
