The Rural Broadband Modernization Act aims to reform the ReConnect program by ensuring that funding assistance is available without discrimination based on the technology used to deliver broadband services. This includes preventing applications from being denied or given lesser preference whether they propose terrestrial, non-terrestrial, or low-Earth orbit satellite systems. To qualify for ReConnect loans or grants, projects must now provide a minimum transmission capacity of 100 Mbps downstream and 20 Mbps upstream . The legislation also introduces new transparency requirements, mandating that the Secretary publicly report on the number of locations to be served and the technology used within 30 days of an award, and later on the assistance disbursed and locations served upon project completion. The Secretary of Agriculture is directed to issue final regulations to implement these changes within 180 days of the Act's enactment.
