This legislation directs the Secretary of Education to implement a pilot program offering competitive grants to local educational agencies (LEAs) for the acquisition of school supplies. The primary goal is to provide essential materials at no cost to students and instructional staff, particularly those in high-poverty schools . This initiative seeks to increase access to necessary learning resources, foster a stable learning environment, and ultimately improve academic achievement for low-income students. The pilot program will award grants annually to not more than 10 qualified LEAs, which are defined as agencies serving one or more high-poverty schools. Funds must be used to purchase school supplies for classroom activities and cannot supplant existing non-Federal funds. The bill reserves a portion of funds for outlying areas and schools operated by the Bureau of Indian Education, and requires annual reporting on fund usage and schools served. Congress authorizes $100,000,000 annually for fiscal years 2027 through 2031, with no new grants awarded after September 30, 2031.
