Halt Abusive Internet Lawsuits Act of 2026

This bill aims to clarify the applicability of certain federal and state laws to digital commerce. It specifies that the collection, processing, or disclosure of information for a commercial purpose shall not give rise to claims or enforcement actions under laws related to pen registers, wiretapping, trap and trace, or eavesdropping, explicitly including the California Invasion of Privacy Act (CIPA). The legislation broadly defines "commercial purpose" to encompass various business activities, such as operations, marketing, advertising, facilitating sales, and responding to consumer input. Furthermore, it defines "digital commerce" as the promotion, sale, or support of products and services through connected digital networks, including the use of technologies like cookies, pixels, and chatbots. A significant provision of the bill is that any such claims or enforcement actions already in progress will be terminated upon the Act's enactment.
