Edgely Community Protection and Transparency Act

This bill amends the National Environmental Policy Act of 1969 (NEPA) to impose new requirements on environmental impact statements (EIS) for major federal actions that involve the acquisition of private property. Under the proposed changes, an EIS must include an estimate of the acreage or other measure of private property anticipated for acquisition, not only for the proposed action but also for each alternative analyzed. Furthermore, if a preferred alternative is identified, the EIS must explicitly state whether this alternative results in the least amount of private property acquisition compared to other options considered. The bill also requires an analysis within the EIS detailing how public comments regarding the acquisition of private property, including through eminent domain, were incorporated into the decision-making process for the preferred alternative. These amendments aim to increase transparency and accountability in federal land acquisition processes by ensuring a thorough consideration of private property impacts and public input.
