Reducing Arbitrary Barriers to Apprenticeship Act of 2026

This bill seeks to amend titles 38 and 10 of the United States Code to address disparities in veterans' educational assistance. Its primary goal is to eliminate provisions that disadvantage eligible individuals who choose to pursue apprenticeship or other on-job training programs instead of a four-year college degree. For the Post-9/11 Educational Assistance program, the bill ensures that the monthly housing stipend for individuals in apprenticeship or on-job training programs is equal to the basic allowance for housing (BAH) payable to an E-5 with dependents in the relevant military housing area. Furthermore, the legislation makes similar adjustments to the All-Volunteer Force Educational Assistance Program and Educational Assistance for Members of the Selected Reserve , ensuring that individuals in apprenticeship or on-job training programs receive 100 percent of the monthly educational assistance allowance. A significant provision across all three programs is the waiver of the minimum attendance requirement for individuals pursuing apprenticeship or on-job training in occupations classified under Sector 23 of the North American Industry Classification System , which primarily covers the construction industry. These changes aim to provide equitable support for veterans choosing vocational training pathways.
