Future of America’s Workforce Act

This legislation mandates that the Bureau of Labor Statistics (BLS) annually publish the Contingent Work Supplement to the Current Population Survey, beginning with the first publication after the bill's enactment. A key provision requires the BLS to include detailed information on covered technologies within this supplement. Should the BLS fail to publish the supplement as required, the Commissioner of Labor Statistics must submit a report to Congress explaining the reasons and providing an expected publication date. To ensure data integrity, the BLS must maintain methodological consistency across survey years, documenting and publicly releasing any material changes to definitions or methodology. The results of each supplement must be made publicly available in a timely manner and in machine-readable formats. Covered technologies are broadly defined to include systems, such as artificial intelligence, that inform, guide, or influence human decision-making in work, or adapt and learn over time. The BLS is directed to consider whether such technologies alter job tasks, productivity expectations, compensation structures, or worker autonomy, clarifying that even without full automation or worker replacement, a technology can still be deemed "covered."
