The US-Kazakhstan Trade Modernization Act aims to authorize the President to extend nondiscriminatory treatment , also known as normal trade relations (NTR) treatment, to products originating from Kazakhstan. This legislation would allow the President to formally determine that Title IV of the Trade Act of 1974, which imposes conditions related to freedom of emigration, should no longer apply to Kazakhstan. Upon such a presidential determination, the President would be empowered to proclaim the extension of NTR treatment to Kazakhstan's products, thereby making this status permanent. The bill's findings emphasize Kazakhstan's consistent compliance with freedom of emigration requirements since 1997, its receipt of NTR since 1992, and its accession to the World Trade Organization in 2015, all of which support this proposed modernization of trade relations.
