Mali Security Partnership and Counterterrorism Act

This bill, titled the "Mali Security Partnership and Counterterrorism Act," requires the Secretary of State to submit a comprehensive report to Congress within 180 days of its enactment. The report must detail the scope and trajectory of al-Qaeda's presence and influence in Mali , including its territorial control, cross-border operations, recruitment methods, and various financing mechanisms. A significant focus of this assessment is on how illegal gold production, transit, and export networks are exploited by terrorist organizations for revenue generation, alongside coercive taxation and control of mining sites. In addition to the detailed assessment, the report must include a United States diplomatic strategy for countering al-Qaeda's influence in Mali. This strategy should propose bilateral and multilateral diplomatic initiatives to constrain al-Qaeda's freedom of movement and influence, and outline engagement with regional partners to improve cross-border coordination and information sharing. It also requires efforts to address governance, economic, and security conditions that facilitate extremist recruitment and financing, along with metrics for evaluating the effectiveness of U.S. diplomatic engagement.
