The Secretary of the Treasury is tasked with providing necessary assistance to the payroll administrators to ensure proper implementation of these pay prohibitions. For the purposes of this Act, a government shutdown is explicitly defined as a lapse in appropriations for any federal agency or department. This lapse must result from a failure to enact either a regular appropriations bill or a continuing resolution. The provisions of this bill are set to apply starting with the One Hundred Twentieth Congress and all subsequent Congresses.
