Stop Predator Dumping Act

This bill aims to prevent the disproportionate concentration of conditionally released sexually violent predators (SVPs) by establishing a national placement framework for states. It mandates that states with civil commitment laws for SVPs implement specific rules for their placement. These rules include a 10-mile distance requirement between any two placed individuals and a sequential placement rule prioritizing county subdivisions with fewer existing SVPs. For large counties with populations exceeding one million, the framework also imposes a cap , preventing any single county subdivision or district from containing more than 25 percent of the county's total placed SVPs. To support these efforts, the bill directs the Attorney General to conduct a comprehensive study on the geographic distribution of SVPs, identifying areas bearing a disproportionate burden. Based on this study, the Attorney General must then compile and distribute best practices for equitable geographic distribution to all relevant state agencies. Furthermore, the legislation authorizes a grant program administered by the Attorney General to assist states in implementing and administering these best practices. States are eligible for these grants if they certify their active adoption and integration of the equitable geographic distribution guidelines. Funds can be used for implementation, monitoring, enforcement of state-level policies, and other related administrative costs, with necessary appropriations authorized.
