Self-Improving AI Monitoring Act

This bill, known as the Self-Improving AI Monitoring Act , amends the National Institute of Standards and Technology Act to expand the Institute's role in assessing artificial intelligence capabilities. It specifically authorizes the Director of NIST to evaluate trends in AI systems' ability to autonomously facilitate or conduct research and development on other AI systems, particularly those with potential for scientific breakthroughs. Furthermore, the bill establishes new requirements for Memorandums of Understanding (MOUs) between NIST and developers of "frontier artificial intelligence systems" for pre-deployment evaluations. These MOUs must compel developers to disclose, upon request, detailed information about the extent to which AI was used in the research or development of the frontier system, including metrics and estimates of autonomous utilization without human review. The evaluations themselves must also include an assessment of the frontier AI system's capacity for autonomous AI research and development.
