It will also examine the impact of market trends on costs for American consumers and small businesses. Key components of the study include an assessment of capital intensity, investment cycles, and technology transition considerations within the advanced memory sector. A critical focus will be on the supply chain, specifically identifying suppliers not domiciled in countries of concern , and pinpointing any legal, regulatory, or policy barriers affecting supply. The Secretary must also propose regulatory, legislative, or market solutions to boost advanced memory supply without increasing reliance on such countries. In conducting this research, the Secretary is mandated to consult with relevant federal agencies and a broad range of non-governmental stakeholders, including manufacturers of advanced memory technology, equipment suppliers, and major customers. The final report, incorporating public comments, must be submitted to Congress and published online within 270 days of the bill's enactment.
