Veterans Housing Opportunity Act

This bill authorizes the Secretary of Housing and Urban Development (HUD) to establish the HUD-VASH National Pool Pilot Program within one year of enactment. The program aims to improve the efficiency of rental assistance for veterans by addressing chronically underutilized HUD-VASH vouchers. Under the pilot, HUD will identify public housing agencies with such underutilization, notify them, and provide a period to improve usage before recapturing and reallocating the assistance to other agencies. The reallocated HUD-VASH voucher assistance will specifically benefit homeless veterans or those determined to be at risk of homelessness. The pilot program is designed to operate for five years, after which it will terminate; however, any veteran receiving a voucher through the pilot will retain it under the standard HUD-VASH program. Furthermore, HUD is required to submit a report to Congress within three years, detailing voucher utilization rates, veteran housing outcomes, and the overall impact and efficiency improvements of the pilot program.
