STORMWATER Act

This bill, formally known as the Stormwater Treatment Optimization, Resilience, and Management With Academic Technological Expertise and Research Act , or the STORMWATER Act, aims to extend and modify the existing authorization for centers of excellence focused on stormwater control infrastructure technologies. It amends the Infrastructure Investment and Jobs Act by specifying that there shall be exactly five centers , rather than a range of three to five. A key new provision requires that one of these five centers must be located in and specifically focused on the Great Lakes region , addressing its unique stormwater management challenges. The legislation extends the authorization period for these centers, shifting it from fiscal years 2022 through 2026 to the new period of fiscal years 2027 through 2031 . This extension ensures continued federal support for research and development in advanced stormwater management techniques. Correspondingly, the bill also extends the authorization of appropriations for these centers to cover the same new period, from fiscal years 2027 through 2031. This ensures the necessary funding is available for the operation and initiatives of these critical infrastructure technology centers for an additional five years.
