MANNARINO Act

This bill, known as the "MANNARINO Act," amends the Public Health Service Act to mandate that states prohibit the sale of certain products containing nitrous oxide. Specifically, states must ban all scented or flavored nitrous oxide products without exception, and other nitrous oxide products unless they are explicitly exempted for specific uses. These exemptions include applications in medical, veterinary, or dental care , as a propellant for food in commercial kitchens, in manufacturing or industrial operations, or for automotive purposes. Compliance with these prohibitions is a direct condition for states to receive federal block grants for community mental health services , and non-compliant states face a reduction of up to 10 percent of their annual grant allotment, with the requirement taking effect in the third fiscal year after enactment.
