CCP Fentanyl Sanctions Act

This legislation, titled the CCP Fentanyl Sanctions Act, aims to combat the international proliferation of illicit synthetic narcotics originating from the People's Republic of China. It codifies existing sanctions under Executive Order 14059, ensuring their continued application to the global illicit drug trade, and grants the President authority to impose new sanctions 180 days after enactment. Sanctions target foreign persons and entities in the PRC, including Hong Kong and Macau, involved in activities contributing to the international spread of illicit synthetic narcotics or their production. This includes PRC-owned ports, ships, entities producing precursors, online marketplaces facilitating sales, and covered PRC government entities or those providing them material support related to narcotics. The authorized sanctions primarily involve blocking and prohibiting transactions in property and interests in property of sanctioned persons that are within U.S. jurisdiction, utilizing powers under the International Emergency Economic Powers Act. Exceptions are made for intelligence, law enforcement, and the importation of goods, and the President can waive sanctions for national interest reasons with congressional notification. Furthermore, the Treasury Secretary can restrict foreign financial institutions that knowingly facilitate significant transactions for sanctioned persons. The bill also mandates presidential consideration of information from congressional committees and non-governmental organizations, and requires responses to congressional requests regarding potential targets.
