Stamps for Staying Connected Act of 2026

This bill authorizes the Director of the Bureau of Prisons (BOP) to provide postage stamps to inmates who are indigent, meaning they have neither funds nor sufficient postage. This provision applies to any mail, including correspondence pertaining to legal proceedings or administrative remedy filings, ensuring inmates can maintain communication and access justice. The Director is mandated to impose appropriate restrictions to prevent abuse, such as the accumulation of stamps for unauthorized exchanges. These restrictions may include a limit of five stamps each week per inmate, which cannot be collected after the week they are made available, though this weekly limit does not apply to legal or administrative remedy mail. Additionally, the stamps provided must be in the denomination for first-class, domestic, 1-ounce mailing .
