National Flood Impact Reduction and Resilience Act of 2026

The National Flood Impact Reduction and Resilience Act of 2026 establishes the National Flood Impact Reduction and Resilience Program to achieve significant reductions in flood-related losses of life and property. This program addresses the substantial and increasing economic damages caused by floods across the United States, which are projected to worsen due to greater precipitation and sea level rise. The Program's activities are designed to develop effective measures for flood impact reduction and resilience, and to promote their adoption by various governmental and private entities. This promotion includes providing grants and technical assistance, developing standards and guidelines for floodplain management, and creating a repository of information on flood risk and mitigation. It also involves publishing systematic maps of flood vulnerability and historical events, alongside improving the understanding of floods through interdisciplinary research. To ensure coordination, the bill establishes an Interagency Coordinating Committee on Flood Impact Reduction and Resilience , chaired by the Chief of the Army Corps of Engineers, with members from key federal agencies like FEMA, NIST, and NOAA. This committee is responsible for overseeing the program, developing a strategic plan, creating a coordinated interagency budget, and establishing data-sharing agreements. An Advisory Committee , comprising non-federal experts, will also be established to assess program effectiveness, trends in flood science, and provide recommendations. The Interagency Coordinating Committee will provide annual guidance for appropriation requests and prepare an annual program budget for submission to the Office of Management and Budget. Each participating agency must report on how its proposed activities contribute to the program and specify allocated funds.
