Hazardous Materials Transparency Act

This legislation mandates that the Secretary of Defense establish comprehensive guidance for community engagement and emergency preparedness at defense industrial facilities within one year. These facilities, operated by contractors supporting Department of Defense contracts, handle hazardous materials, explosives, or toxic substances that could pose significant risks to surrounding communities. The guidance requires facilities to coordinate regularly with local emergency agencies, designate a community liaison, and establish procedures for notifying authorities and affected communities after incidents like releases or fires. They must also provide easily accessible public information on emergency procedures and protective actions, conduct periodic outreach, and create mechanisms for community input. Additionally, facilities must comply with major environmental laws such as the Clean Air Act and the Emergency Planning and Community Right-To-Know Act. The Secretary of Defense must submit annual reports to congressional defense committees for five years, detailing implementation, significant incidents, and any necessary legislative recommendations.
