Open Doors to Diplomacy Act

The "Open Doors to Diplomacy Act" seeks to broaden the recruitment base for the Foreign Service by amending the Foreign Service Act of 1980. It expresses a Sense of Congress that the Service should actively recruit candidates from nontraditional institutions of higher education , including community colleges, junior colleges, and career and technical colleges, to diversify its workforce. The bill mandates that the Secretary of State ensure regular outreach, information sessions, and preparation resources related to Foreign Service officer selection and other entry programs are conducted at these institutions. To facilitate this, the Secretary is authorized to partner with institutional career centers, leverage digital and hybrid outreach methods, and collaborate with other federal departments engaged in workforce outreach. Additionally, the Act amends existing law to make students enrolled at least half-time , rather than solely full-time, eligible for certain programs, thereby expanding access and ensuring recruitment efforts specifically target applicants from community colleges and vocational institutions.
