Screen to Save Act

This legislative proposal aims to significantly expand access to annual screening mammography by requiring no-cost coverage for women beginning at 30 years of age. It seeks to amend key federal health acts to ensure this crucial preventive service is widely available without financial barriers across various health insurance programs. Under Medicare , the bill mandates that screening mammography performed on or after January 1, 2027, for women over 29 years of age, will be covered annually without any cost-sharing. This provision explicitly prohibits payment for screening mammography for women under 30 and limits coverage to once every 11 months for those over 29. For Medicaid , the legislation includes annual screening mammography for women over 29 as a covered diagnostic, screening, preventive, and rehabilitative service. It also increases the federal medical assistance percentage (FMAP) for these services, encouraging states to provide this expanded coverage. These changes for Medicaid beneficiaries will also become effective on January 1, 2027. Furthermore, the bill amends the Public Health Service Act to require group health plans and both group and individual health insurance policies to provide no-cost annual mammography screening for women over 29 years of age. This ensures that private insurance plans also align with the new coverage requirements, with an effective date for plan years beginning on or after January 1, 2027.
