Affordable Power for the Northern Marianas Act

This bill provides for the specific allocation of $15,000,000 annually from existing capital improvement project funds for the Commonwealth of the Northern Mariana Islands (CNMI), beginning in fiscal year 2027. These funds, made available under Section 702 of the Covenant, are divided into two main categories. Up to $3,000,000 is designated to address immigration, labor, or law enforcement issues within the Commonwealth, with the remaining funds allocated for capital infrastructure projects. These infrastructure projects aim to improve the affordability, reliability, and resilience of the CNMI's electric energy generation system. The Secretary of the Interior must prioritize funding for immigration-related issues first, then for power infrastructure, giving preference to projects that reduce electricity rates or improve efficiency. Notably, there is no local matching or cost-sharing requirement for these electric projects, and this specific allocation will cease upon the implementation of a successor multi-year funding agreement.
