Military Readiness Through Resilient Lands Act

This bill amends the Sikes Act to significantly enhance the management of natural resources on Department of Defense (DoD) military installations. It mandates the DoD, in consultation with other federal and state agencies, to develop and maintain installation-specific goals and standardized metrics for assessing natural resources and ecosystem services. These metrics will utilize advanced technologies and artificial intelligence to evaluate factors like biodiversity, habitat, water quality, wildfire risk, and flood risk, all relevant to mission readiness, climate resilience, and community safety. The bill further requires the DoD to evaluate, test, and implement technologies such as remote sensing, automated monitoring, and geographic information systems to improve natural resource programs. Data collected through these methods must be regularly updated and used for both installation-level and enterprise-level decision-making to support natural resources management, infrastructure resilience, and mission sustainment. Integrated natural resources management plans will be reviewed using these new metrics and data to assess trends, evaluate plan effectiveness, and inform revisions, including adjustments to offset mission-related environmental impacts. Additionally, the DoD must report to Congress on the progress of these initiatives, their benefits for streamlining environmental permitting, and recommendations for improving interagency environmental review processes.
