Grants may be awarded by formula or competition, prioritizing communities with high rates of homelessness or severe housing cost burdens, with a federal share up to 100 percent. These funds are intended to supplement, not supplant, existing resources and are explicitly prohibited from being used for immigration enforcement, detention, or border wall construction.
