Increasing Opportunity For Reindustrialization Act

This bill amends the Internal Revenue Code of 1986 to expand eligibility for Qualified Opportunity Zone (QOZ) designation. It specifically allows population census tracts that contain any portion of a former Department of Defense installation closed under a base realignment and closure (BRAC) round to be designated as QOZs.

A key provision exempts these specific tracts from the standard requirement of being a low-income community to qualify for designation. Additionally, the number of QOZ designations a state can make will be increased by the number of these former military installation tracts nominated. This aims to encourage investment and redevelopment in areas impacted by military base closures without affecting a state's existing allocation limits for other opportunity zones.
