This joint resolution proposes a constitutional amendment to establish term limits for Members of Congress. Under the proposed amendment, a person would be eligible to serve a maximum of three terms as a Representative in the House and a maximum of two terms as a Senator in the Senate. For Representatives, filling a vacancy for more than one year would count as a full term. Similarly, for Senators, filling a vacancy for more than three years would count as a full term. Importantly, this amendment would not apply to any individual already serving a term as a Member of Congress on the date of its ratification.
