This joint resolution proposes a constitutional amendment to grant the President line-item veto authority specifically for appropriations. Under this amendment, when the President signs a bill or joint resolution into law, they would have the power to reduce any appropriation contained within it. If the President exercises this authority, they must notify both the House of Representatives and the Senate within 10 days of the reduction. Congress would then have the ability to consider disapproving the President's reduction. Should two-thirds of each House vote to disapprove the reduction, the appropriation would revert to its original amount as presented to the President.
