This joint resolution proposes a constitutional amendment designed to significantly limit the President's pardon power . The amendment would require the President to notify the President pro tempore of the Senate and the Speaker of the House of Representatives within three days of granting any reprieve or pardon. Upon notification, Congress would gain the authority to introduce a Bill to nullify the reprieve or pardon within 30 days. If introduced, this nullification bill could then be passed by a two-thirds vote of both the House and Senate within 60 days, effectively overriding the President's action. Should the President fail to provide the required three-day notification, the reprieve or pardon would automatically have no legal force or effect. Additionally, the President would be expressly prohibited from granting a reprieve or pardon for any offense that Congress had previously nullified, establishing a legislative check on executive clemency.
