This joint resolution proposes an amendment to the United States Constitution to establish term limits for Members of Congress. Specifically, it would make a person ineligible for election to the House of Representatives after serving three terms and ineligible for election or appointment to the Senate after serving two terms . For the purpose of these limits, filling a vacancy for more than one year in the House or more than three years in the Senate would count as a full term. Importantly, any terms served prior to the ratification date of this proposed amendment would not be taken into account when determining a Member's eligibility.
