This joint resolution proposes a constitutional amendment to establish a balanced budget requirement for the United States government. Under this amendment, total federal outlays for any fiscal year would generally not be permitted to exceed total receipts for that same year. An exception could be made if three-fifths of the whole number of each House of Congress provides by law for a specific excess of outlays over receipts through a rollcall vote. The amendment also introduces a dynamic cap on total outlays, initially set at 20 percent of the estimated gross domestic product (GDP) , gradually decreasing by 0.1 percentage point each subsequent year, but not falling below 16 percent of GDP. Furthermore, increasing the national debt limit or enacting any bill to increase revenue would require approval by a three-fifths majority of the whole number of each House through a rollcall vote. The President would be required to submit a balanced budget proposal, and each government department or agency would need to provide detailed justifications for all proposed funding, including line-item explanations based on mission effect and GDP impact, along with a critical mission funding level. The amendment allows for waivers during declared wars, military conflicts, national security threats, or natural disasters, and would take effect either ten fiscal years after ratification or after the first fiscal year without a deficit.
