Fostering Resource Efficiency in Education by Zero Employment Act or the FREEZE Act This bill prohibits the Department of Education (ED) from making a new appointment to an existing position or establishing any new positions. The bill also permanently rescinds all unobligated funds that were provided to ED for salaries and expense and are not required to cover the salary or expenses of ED's employees as of the date of the bill's enactment.
