Strengthening Manufactured Appliance Requirements towards Thoughtful Energy Efficiency Standards Act or the SMART Energy Efficiency Standards Act This bill modifies the date that regional energy efficiency standards established under the Energy Policy and Conservation Act (EPCA) apply to furnaces, central air conditioners, and heat pumps. EPCA applies the standard on the date such products are installed. The bill applies the standard on the date such products are manufactured or imported.
