To limit the availability of certain funds for Mexico until the President makes a certification to Congress regarding cooperation by Mexico with respect to fentanyl, and for other purposes.

This bill prohibits Economic Support Fund assistance to Mexico until the President certifies to Congress that Mexico is cooperating to reduce the flow of fentanyl across the United States' southern border.
