Permit Reform In Mining for Energy and Defense Act or the PRIMED Act This bill makes certain actions taken by the Department of Defense to secure critical materials for energy infrastructure (e.g., minerals) eligible for an expedited environmental review by including those projects within the scope of covered projects under the Fixing America's Surface Transportation (FAST) Act.
