This resolution sets forth the rule for consideration of H.R. 447 (National Apprenticeship Act of 2021) and H.Con.Res. 11 (establishing the congressional budget for FY2021 and setting forth the appropriate budgetary levels for FY2022-FY2030). The resolution also adopts H.Res. 73 (authorizing the Sergeant at Arms of the House of Representatives to impose a fine against a Member, Delegate, or the Resident Commissioner for failure to complete security screening for entrance to the House chamber). Rule XXVIII (Statutory Limit on the Public Debt) of the Rules of the House shall not apply to passage by the House of H.Con.Res. 11 for FY2021. The resolution also modifies procedures of, and consideration by, the Committee on Ethics regarding appeals of such fines imposed by the Sergeant at Arms. In addition, this resolution further extends the following dates in H.Res. 8, as amended by H.Res. 41, through the legislative day of March 12, 2021, by which certain proceedings may take place in the House; the legislative day of March 12, 2021, the authority of the Speaker of the House to suspend the rules; and the legislative day of March 12, 2021, provisions waiving a specified requirement of Rule XIII (Calendar and Committee Reports) to allow consideration of resolutions reported from the Committee on Rules through such legislative day, on the same day they are presented to the House.
