Amending the Rules of the House of Representatives to prohibit the consideration of a bill or joint resolution, or any amendment thereto or conference report thereon, that includes reconciliation legislation prior to the receipt by the committee of jurisdiction of the cost analysis for such legislation from the Congressional Budget Office.
