Sanctity of Human Life Act This bill defines the beginning of human life for purposes of legal and constitutional attributes and privileges of personhood. Specifically, it declares that the right to life guaranteed by the Constitution is vested in each human and is a person's most fundamental right; each human life begins with fertilization, cloning, or its equivalent; and Congress, each state, the District of Columbia, and each U.S. territory have the authority to protect all human lives.
