To provide for increased flexibility in the extension of the Social Security program to Guam.

This bill allows Guam to extend Social Security coverage solely to future employees of the government of Guam, localities, and government instrumentalities. Under current law, if Guam elects to extend such coverage, it must cover both current and future government employees.
