To amend the Federal Water Pollution Control Act to waive matching requirements for certain grants to the District of Columbia, and for other purposes.

This bill makes the District of Columbia eligible to receive grants under the Clean Water Act for all of the costs for constructing treatment works (e.g., systems used to store or treat sewage or industrial wastes). Thus, the bill waives the requirement for the District to match federal grant funds.
