Helping Communities Invest in Infrastructure Act This bill revises the Rural Project Initiative under the transportation infrastructure finance and innovation (TIFIA) program. Specifically, the bill increases funding for the initiative under the TIFIA program from $2 million to $3 million; revises the duties of the National Surface Transportation and Innovative Finance Bureau to provide assistance and communicate best practices and financing and funding opportunities to entities under the program, including by conducting proactive outreach to communities located outside of metropolitan or micropolitan statistical areas, and coordinating with other agencies that provide technical assistance for rural communities; and modifies reporting duties for the bureau.
