This bill nullifies the supplemental treaty between the United States and the Confederated Tribes and Bands of Indians of Middle Oregon signed in 1865. The treaty restricted the rights of tribal members to leave the reservation and imposed other conditions. The Department of the Interior has stated that the treaty has never been enforced by the federal government or Oregon.
