Second Lieutenant Richard W. Collins III Memorial Act This bill requires the Department of Defense to provide the death gratuity and casualty assistance to the survivors of a member of the Reserve Officers' Training Corps who died before receiving a first duty assignment. The bail provides for the servicemember's group life insurance to any graduate of a reserve officers' training corps who has not received a first duty assignment to automatically insure the person against death.
