Broadcast Diversity in Leadership Act This bill requires the Federal Communications Commission to establish the Broadcast Incubator Program to provide a mechanism for an established broadcaster and an emerging broadcaster to enter into an incubation relationship that supports the entry of new and diverse voices in the broadcasting industry.
