Better Utilizing Investments to Leverage Development for Underfunded Projects Act or the BUILD UP Act This bill requires the Department of Transportation to set aside at least 30% of funds from its BUILD Transportation Discretionary Grant program for cities with populations of between 10,000 and 75,000, whether or not one or more of such cities are considered part of an urbanized area as designated by the U.S. Census Bureau.
